A study on the web of Brazilian accountability institutions

Abstract

This article discusses the role of public institutions in the subnational sphere, civil society organizations and interpersonal relationships in promoting accountability, based on a study on cooperation networks for the prevention and fight against corruption (RCPCCs) in Brazil. The objective is to investigate the participation and interaction of these elements in the exercise of accountability. The data analyzed in this article were collected in two phases: one of secondary data collection available on the Internet about RCPCCs and another collection was performed via online questionnaire. Social Network Analysis techniques were applied in order to map the relationships between the control networks and their members; Descriptive statistical techniques and inferences were also used to describe network characteristics on the highlighted points. The results of the research show that public agencies at the subnational level are key actors in the exercise of accountability, with the ESM and ECA highlighting as subnational institutions with a greater number of ties; civil society appears to be important, but the evaluation of its role in the functioning of RCPCCs presents greater variability and, on average, is considered less important than the role of public agencies; and finally interpersonal networks connect, by bonds of friendship, the RCPCCs of the different Brazilian states.

Doutor em Sociologia, Mestre em Ciência Política, Bacharel e Licenciado em Ciências Sociais pela Universidade Federal de Minas Gerais. Atualmente é Professor adjunto no Departamento de Gestão Pública da Universidade Federal de Outro Preto (UFOP) e Docente permanente no Mestrado Profissional em Administração Pública (PROFIAP-UNIFAL), onde ministra a disciplina Teorias das Organizações. Entre 2015 e 2020, foi Professor no Departamento de Ciências Humanas na Universidade Federal de Alfenas (UNIFAL-MG), onde atuou como professor de Ciência Política, Sociologia e Metodologia, coordenador do curso de Ciências Sociais - Bacharelado, coordenador do projeto de extensão Observatório de Redes Organizacionais e membro do Núcleo Docente Estruturante. Participa do Grupo Interdisciplinar de Pesquisa em Análise de Redes Sociais (GIARS-UFMG) e Grupo de Pesquisa Trabalho, Organização Social e Cultura, da Universidade Estadual do Norte Fluminense Darcy Ribeiro.
