A study on the web of Brazilian accountability institutions

This article discusses the role of public institutions in the subnational sphere, civil society organizations and interpersonal relationships in promoting accountability, based on a study on cooperation networks for the prevention and fight against corruption (RCPCCs) in Brazil. The objective is to investigate the participation and interaction of these elements in the exercise of accountability. The data analyzed in this article were collected in two phases: one of secondary data collection available on the Internet about RCPCCs and another collection was performed via online questionnaire. Social Network Analysis techniques were applied in order to map the relationships between the control networks and their members; Descriptive statistical techniques and inferences were also used to describe network characteristics on the highlighted points. The results of the research show that public agencies at the subnational level are key actors in the exercise of accountability, with the ESM and ECA highlighting as subnational institutions with a greater number of ties; civil society appears to be important, but the evaluation of its role in the functioning of RCPCCs presents greater variability and, on average, is considered less important than the role of public agencies; and finally interpersonal networks connect, by bonds of friendship, the RCPCCs of the different Brazilian states.
