This research investigates how the Master Plan can act for the development of tourism in small municipalities. The analysis investigates 117 municipalities located in Western Santa Catarina, these 92 municipalities with a population of up to 10,000 inhabitants. Through documentary research we have investigated the indicators of sustainable municipal development with an emphasis on the socio-cultural, economic and environmental dimensions. The research showed that 38 municipalities with a population of less than 20 thousand inhabitants do not have Master Plans or any other laws that provide for creating guidelines for the development of tourism, in the same way it shows ways to integrate the Master Plans as an instrument for the development of local tourism and regional.
